<p><strong>City of Westfield Grand Junction Plans</strong><br />
The Grand Junction in downtown Westfield is emerging as a dynamic plan to memorialize the history and celebrate the future of the City of Westfield. The dream is becoming a reality as the first phase of construction began in May 2010. The Grand Junction is based upon the twin “Railroad” themes upon which the City was established.</p>
<p>Westfield served as an important participant in the Underground Railroad in the 1800’s fulfilling the values of the community to bring about justice and freedom to oppressed slaves. On the economic front, the two railroads served the community for nearly a century. Both are being converted into walking and biking trails to serve the residents and businesses of this thriving community.</p>
<p>The actual Grand Junction will be a destination at the crossroads of these trails in Downtown Westfield. It will be a place for the residents and visitors to enjoy entertainment, recreation, dine, attend concerts, exercise and much more.</p>
<p><strong>A City of Trails</strong><br />
A dream formed in the hearts and minds of the citizens and leaders of the Westfield community to become a City of Trails. A little more than a decade ago, the Monon Trail became a reality in Carmel and Indianapolis, converting an old abandoned railroad bed into a vital trail for residents to walk, bike or roller blade and connecting important communities such as Broad Ripple, Downtown Indianapolis and downtown Carmel together.</p>
<p>The City of Westfield is extending the Monon Trail northward and connecting it with the Midland Trace Trail, which traverses east and west approximately 800 feet south of SR 32. A mile and half of the Monon is completed and sufficient right-of-way purchased to extend the Monon to the Westfield Post Office on SR 32 (an additional 2 miles) during the fall of 2010. Construction of 1 mile of the Midland began in May 2010 from the Kroger at Carey Road to Downtown Westfield.</p>
<p>In 2013 the City and County will extend the Monon 4 miles northward. The State of Indiana awarded the City and County funds to purchase right-of-way and construct this portion. The funds are to be released in 3 years.  Additional TIF funding will provide for the extension of the Midland Trace Trail westward to Springmill and Ditch Roads as well as the construction of the actual Grand Junction in downtown Westfield.</p>
<p>Westfield is becoming a City of trails and will emerge as an important destination for businesses and citizens to enjoy for decades to come.</p>

			<content:encoded><![CDATA[<p><a href="index.php?p=103">As previously mentioned</a>, S.R. 32 has been under construction for the last year and a half, between U.S. 31 and Springmill Road in the City of Westfield. The project brought the road from two lanes to five lanes, intersection alignments/improvements, and added two stoplights (one at Dartown Road and one at Oak Ridge Road).</p>
<p>The City of Westfield will benefit greatly with the enhancement of this section of S.R.32. There is now a great opportunity to turn this stretch of roadway into a business/employment corridor and bring growth to the City.</p>

			<content:encoded><![CDATA[<p>Two weeks ago on November 17th, the second sale of real estate in our Eagletown PUD was completed.  The <a title="Glick Company Website" href="http://www.genebglick.com/home.asp" target="_blank">Gene B. Glick Company</a> purchased approximately 7 acres on the south side of S.R. 32, just west of Springmill Rd.  They have been approved by the City of Westfield to construct self storage units on this site.  This site is adjacent to an INDOT facility, Westfield Steel, and the newly contructed Maple Knoll Apartments.</p>

			<content:encoded><![CDATA[<p>We have recently partnered with <a title="Carson Design Website" href="http://www.carsondesign.com/" target="_blank">Carson Design Associates</a> to create an upscale character for our Eagletown project.  Our goal with producing this is to have available to all groups interested in building in Eagletown, a visual standard of the elevations we require in our PUD.</p>
<p>Barbara Eden and Tony Allen at Carson have taken the Eagletown PUD and began the first steps of bringing it to life with upscale renderings and materials. Below is the pdf of their work, it is set at 300dpi, for high quality printing.</p>

			<content:encoded><![CDATA[<p>Over the past weeks, Westfield Washington Township Fire Department has been training in a house that we donated to them for use. WWFD always takes opportunities like these very seriously, and spent many hours training for various situations in and on the property. Today was the final day for training on the property, with one final exercise where the house is burned completely.</p>
<p>Located on the north side of S.R. 32 at the Oak Ridge Road intersection, the property was purchased by our group in April of 2008 to be part of the Oak Ridge Pointe project. The house was built in 1892, and the years took their toll on the house as the property traded hands. We are proud to have served the community by giving the local fire fighting professionals an opportunity to prepare for all situations.</p>
<p>The demolition of the house serves as a marker in history to the changing landscape of the Westfield community. With the currently active upgrade of S.R. 32, to the imminent upgrade of U.S. 31, Westfield is changing from a small suburb to a vibrant city.</p>

The upgrade is between U.S. 31 heading west and terminating just after the Springmill Road intersection. The new profile of the road shall include four lanes and a middle turn lane that becomes a grassy landscaped median between road cuts.</p>
<p>The image below depicts what the final view of the corridor will look like, with the upgrade of U.S. 31 to an interstate having and on/off ramp at U.S. 31 &amp; S.R. 32, and S.R. 32 built out to Eagletown Road.</p>

			<content:encoded><![CDATA[<p>Today Beau Wilfong, Chairman of Wilfong-Kreutz Land Development, spoke to members of the Westfield Chamber of Commerce at its monthly Economic Development Meeting. The focus of the presentation to the standing room only crowd was on the growth and development expected to enhance Westfield over the coming years.</p>
<p>Wilfong touted several factors that place Westfield in a favorable position to accommodate commercial development. The high quality of schools in Westfield and Hamilton County was cited as a primary factor in how well the area has weathered the slow down in housing growth. Housing in the Indianapolis market is down nearly 25 percent from 2006 to 2007, Hamilton County is down only 15 percent, and Westfield is even over the same period. It is the continued growth in housing and consequently population that attracts the retail and service businesses the community would like to see locate in Westfield.</p>
<p>As Carmel continues to near build out, Westfield will be the primary benefactor of continued demand for upscale housing (which it is already seeing with developments such as Bridgewater and Viking Meadows). Educational attainment and income are the primary components of a Demographic, which is necessary to attract major corporations and retail amenities into a community.</p>
<p>Another factor is how city officials have stepped up to provide public infrastructure investment by expanding water and sanitary treatment capacities and a $14 million sanitary interceptor project. These financial commitments support the goals and objectives of the updated Comprehensive Plan which calls for regional retail development along the west SR 32 corridor with real estate adjacent to the US 31 corridor reserved for office and technology developments.</p>
<p>The State of Indiana&#8217;s investment in State Road 32 this year will improve access to Oak Ridge Road and Spring Mill Road. Starting in 2011 improvements to US 31 will change the business landscape in Westfield. The freeway upgrade will make real estate attractive to a broader range of commercial enterprises that demand interstate access.</p>
<p>All of these factors when combined create the &#8220;Perfect Storm&#8221; of development potential. The Public and private sectors are working together to chart the best possible course to enhance Westfield&#8217;s economic opportunities.</p>
